Austria: What to learn from two decades of catching up on R&D?

Austria has made significant strides in research and development (R&D) policy, achieving notable success in recent years. Public and private investments in R&D have been consistently increasing, making Austria today one of the most research-intensive countries in the OECD (with a GERD of more than 3%). However, catching up at this pace has created several blind spots, as well as entrenched vested interests. Evaluations are often conducted for legitimization rather than to inform decision-making; there is a strong division between academic and applied research; there are limited opportunities for critical reflection. The keynote will explore these dynamics of Austria’s research policy along some examples.

Current debates in Norway: Changes in the performance-based funding system and the mix between external and block funding

The Norwegian research system has undergone several changes in recent years, pulling it in different directions. Roughly speaking, policies for high quality and excellence in research and education have been replaced by an emphasis on relevance, policies for internationalisation have been replaced by local and regional development, and performance-based incentives for research have been replaced by dialogue-based governance. The most recent debate concerns the balance between block funding and external research funding in higher education institutions, with some preferring to increase block funding in order to reduce the fierce competition for external funding. This has generated considerable debate.
